In 1665 the parish priest and lawyer Pedro Rincón de Ortega decided to subject his possessions to bond and created the Mayorazgo of Rincón Gallardo or Ciénega de Mata.

That same year the construction of this stately palace began, with its beautiful red tezontle façade that forms a harmonious set with the pink stone carved balconies and on which the main Mayorazgo coats of arms can be appreciated. Its two patios enclose one hundred and eleven semicircular arches. The building was bought by the Aguascalientes town hall in 1855, and a year later it passed to the state government, where since then the offices of the Executive Power have been located.

Inside there are wall paintings by the Chilean painter Oswaldo Barrera Cunningham, a disciple of Diego Rivera, which describe the history of Aguascalientes.
