He was born in Mérida (Yucatán) in 1787. He studied in his hometown and at the University of Mexico where he received his law degree.

A sympathizer of the insurgent movement propagates his ideas in the newspapers Semanario Patriota Americano and El Ilustrador Americano. Being declared the National Constituent Assembly. Despite having been appointed Undersecretary of Relations by Agustín de Iturbide, he is in open disagreement with the imperial system of the latter for which he is prosecuted. When Iturbide falls, he takes part in the following congresses. When Vicente Guerrero is assassinated, he shows his indignation from the pages of the newspaper El Federalista, Valentín Gómez Farías appointed him Minister of Justice in 1833. He writes interesting political articles in El Correo de la Federación. Thanks to his honesty and moderation, he held important positions until his death in 1851. He is also a prominent poet and the first president of the Lateran Academy, founded in 1836.
